The Empire Center’s Budget Spend-O-Meter project reflects the projected “all funds” financial plan disbursements of New York’s state government for the current fiscal year (April 1, 2020 – March 31, 2021). The Spend-O-Meter calculates the amount spent since 12:00 am on April 1, 2021.

The Spend-O-Meter calculates the amount based on the “clock time” of the viewer’s computer. Viewers with incorrect time setting or malfunctioning computer clocks may see inaccurate numbers.

**Note: Following an exceptionally rushed and murky budget adoption process amid the coronavirus pandemic, the initial $177 billion spending estimate cited in a press release by Governor Cuomo is highly likely to change. It could be reduced by $10 billion if the federal government does not provide the state with $10 billion in bailout aid, according to the Governor.
