A study of tax rates across New York state gives Warren County high marks but shows that some other parts of the region have tax rates among the highest in upstate New York.

The comparison by The Empire Center for Public Policy found that the Capital Region’s “median effective tax rate” was the lowest among nine regions of the state outside New York City, the second time in two years it had that honor. The Capital Region includes, Warren, Washington and Saratoga counties.

The study found that eight towns in Warren County were on the list of the communities with the lowest tax rates in the Capital Region, the list swelling to 13 of the 20 lowest rates in the region when tax rates for all of the school districts in these towns were factored in.

The Saratoga County towns of Day and Edinburg and the Washington County town of Dresden are also on the list.

On the high side of the ledger were the Washington County villages of Whitehall, Fort Edward and Greenwich. Whitehall had the fourth-highest tax rate in the Capital Region, Fort Edward the eighth and Greenwich the 16th.

The study by the Albany-based think tank measures tax burdens and tax rates, which tell only a portion of the story about a municipality’s tax burden.
