Call it the December sprint.

Republicans who control the state Senate will return to the Capitol on Wednesday, joining Assembly Democrats, who will arrive late Tuesday. So far they have no plans to convene a formal session, but they are set to consider a multifaceted job creation package being rapidly drafted by aides to Gov. Andrew Cuomo.

The governor, a Democrat, released an outline of the package in an op-ed submission to be published Monday in newspapers around the state. It includes many elements that have been reported in recent weeks, as Cuomo has ruminated about the need to fix the state’s budget woes — the current spending plan is now $350 million in deficit, and next year’s budget faces a shortfall of up to $3.5 billion — by bolstering the economy, not simply tweaking taxes and spending.

“The essential problem we face is a struggling national economy with high long-term unemployment and underemployment rates. This economic crisis contributes to and is compounded by government dysfunction in Washington, which further roils the markets and erodes public confidence,” Cuomo writes. “I believe there is a path forward for New York. Job creation can result from an effective public private sector partnership focusing on infrastructure development and tax incentives. Political consensus can be forged by constructing a platform on fair policy rather than political ideology.”….
