The Capital Region has the second-lowest median property taxes in New York state, according to a new study out Thursday.
Area property owners pay a median tax rate of $21.97 per $1,000 of property value, according to the Empire Center for Public Policy, in Albany. The median is the point where an equal number of rates are higher and lower.
The rate is the second-smallest, next to Long Island, where the median is $1.57 lower. Western New York property owners get socked with the highest median rates, a few pennies shy of $35 per $1,000 of property value.

Property owners in the city of Schenectady pay the highest median rates in the Capital Region, at $39.57 per $1,000 of property value.
The cities of Rensselaer and Albany follow, with the Washington County town of Whitehall posting the fourth-highest rate. The city of Troy rounds out the top-5.
If you want a tax break, move to Edinburg, tucked in the northwest corner of Saratoga County. Property owners there pay median taxes of just $7.15 per $1,000…..
