There are still a lot of questions about the Climate Leadership and Community Protection Act (CLCPA), but preliminary research shows the plan is a losing bet for New Yorkers.

The CLCPA will shape nearly all other state actions by making them subsidiary to reducing carbon emissions statewide. Yet despite this massive goal, lawmakers are surprisingly quiet about the details and costs. The state’s official cost projection is equal to nearly three years of the entire state operating funds budget—and that is still likely a low-ball estimate.
