Property owners in Shelby, Orleans County, have the highest tax rate in the Finger Lakes region, 50 percent higher than the regional median, with the village of East Rochester in Monroe County seventh on the list, the Empire Center for Public Policy said Wednesday.

Rochester ranks 33rd on a list of 75 cities with a tax rate of $37.59. The city of Geneva, Ontario County, ranks eighth among cities at $46.60. Batavia ranks 14th at $43.78. Canandaigua ranks 52nd at $30.43.

The database does not include New York City and Nassau County because their complex property classification systems can make the effective rates misleading, Empire Center officials said in a statement.

Shelby residents have an average effective tax rate of $53.17 per $1,000 of property value, data compiled by the Empire Center shows. The median average in the Finger Lakes is $34.25; the statewide median is $28.76.

The lowest tax rate in the region is $16.43 in the town of Seneca, Ontario County, included in the Penn Yan school district, followed by the town of Geneva in the Penn Yan district at $17.57, data shows.

No Monroe County municipalities are among the 20 lowest tax rates in the region.

Wayne County municipalities Galen, at $52.60, and Lyons, at $52.57, are third and fourth on the list of highest tax rates in the Finger Lakes region.

Mount Morris, Livingston County, is fifth at $49.69.

The city of Geneva has the highest rate in Ontario County, ranking ninth at $46.60.

LeRoy has the highest rate in Genesee County, ranking 14th in the region at $45.91. The list does not indicate whether it is the town or village of LeRoy….
