Nine millionaires, all healthcare executives, emerged among the 88,228 New York public authority employees, according to 2025 payroll data posted on SeeThroughNY.net, the Empire Center’s transparency website.

The data includes payroll information from 385 different agencies that reported to the Public Authorities Reporting Information System (PARIS). The site now contains 2025 payroll data for a total of 189,864 employees, including 93,134 individuals employed by the Metropolitan Transit Authority (MTA), Port Authority of New York & New Jersey (PANYNJ) and SUNY Research Foundation, whose payroll data was posted earlier in the year.

More than one-third (30,969) of all employees earned six figures in 2025, ten percent more than the previous year (27,902). Of them, 253 received more than half a million dollars, while 4,266 received more than $200,000.

Majority of the top earners were healthcare executives, administrators and physicians from the various public healthcare corporations in New York. Among the top 100 highest paid employees in 2025, 44 were employed by the Health and Hospitals Corporations of NYC, 43 by the Roswell Park Cancer Institute Corporation, and 13 by Erie County Medical Center Corporation. The Westchester County Healthcare Corporation, which usually features some of the highest paid employees among New York’s public authorities, is yet to report its 2025 payroll.

Thomas Quatroche, the CEO of Erie County Medical Center Corporation received the highest pay of $2.24 million. The rest of the millionaires include:

• John Pellicone, Medical Director, Health and Hospitals Corporation of NYC; $1.21 mn
• Carl Morrison, Senior VP, Roswell Park Cancer Institute Corporation; $1.2 mn
• Khurshid Guru, Chair, Roswell Park Cancer Institute Corporation; $1.16 mn
• Michael Kuettel, Chair, Roswell Park Cancer Institute Corporation; $1.09 mn
• Robert Fenstermaker, Chair, Roswell Park Cancer Institute Corporation; $1.05 mn
• Mitchell Katz, President, Health and Hospitals Corporations of NYC; $1.05 mn
• Renier Brentjens, Deputy Director, Roswell Park Cancer Institute Corporation; $1.05 mn

Overall, 1,928 employees have received more than NYC Mayor Mamdani’s salary of $258,750.

Among the employers with 100+ employees, average pay at the NYS Power Authority was the highest at $128,068, for its 2,818 employees. Overall, the Health and Hospitals Corporation of NYC had the highest payroll expenditure at $5.14 bn for its 55,504 employees, nearly two-thirds of all agencies combined. The average pay was $92,530, a twenty percent rise from the previous year’s average of $77,594.

Among other agencies, 94 employees at the Long Island Power Authority averaged $172,228. The Gateway Development Commission, which is administering the Hudson Tunnel Project, averaged $165,285 for its employees.

The payroll data reflect pay received during employer fiscal years ending in 2025. Not reflected in the payroll data are the costs of pensions, health insurance for employees and retirees, and other benefits.
