ALBANY — A new analysis by the fiscally conservative Empire Center shows spending per pupil in Genesee County’s eight school districts will increase by 2 percent this year.
The analysis said that’s above the projected inflation rate — pegged at 1.3 percent — but still below the state average of spending increase of 2.5 percent.
Per-pupil spending in Orleans County will increase 1.3 percent, while spending in Wyoming County will rise by only .5 percent, the analysis found.
Spending changes vary widely by individual school district. Per-pupil spending in Kendall, for example, would increase by 6.9 percent — the largest increase in all three counties.
Elba Central School District, which is mired in budget troubles, would cut per-pupil spending by 9 percent.
The center’s so-called School Budget Spotlight includes date from the 669 school districts outside New York’s five largest cities.
Statewide, the analysis said, school districts’ property tax levies per pupil will increase by 2.1 percent in the 2015-16 school year.
Locally, the levy per pupil will rise 1.8 percent in Genesee County, 1.5 percent in Orleans County and 1.4 percent in Wyoming County, the analysis found.
The Empire Center’s report focuses on enrollment-adjusted changes in budgets proposed by districts that have submitted data for the state Education Department’s annual school property tax report cards.
The report notes that only 20 districts reported proposed tax levies that exceed their property tax caps, while 301 were within $1,000 of their caps. No districts in Genesee, Orleans or Wyoming counties exceeded their property tax caps.
Residents of most school districts statewide, will vote on school budgets May 19.
