

Delivering on his biggest 2010 campaign promise, Gov. Andrew Cuomo has sent the Legislature a bill capping annual growth in property tax levies. The state Senate was expected to pass the bill as early as Monday, Jan. 31–the day before the governor presents his first Executive Budget.
