A new analysis by the Empire State Center for Public Policy examines how the SAM program funded “pork barrel” capital projects across the state in the past year. Lawmakers have voted every year to authorize raising several hundred million dollars in borrowing for the program. Since the program was established in 2013, more than $2 billion in total public debt has been created. Read More

This year marks the 90th anniversary of New York State’s first Executive Budget, presented by Governor Franklin D. Roosevelt in January 1929. Constitutional amendments establishing the Executive Budget process had been approved by New York voters in November 1927, capping a more than decade-long bipartisan effort to bring order to what had been a shambolic and fiscally profligate legislative budget process. The balance of unspent money in the Essential Plan Trust Fund ballooned to a new high of $1.2 billion as of March 31, records from the comptroller's office show. The surplus more than tripled since the same time last year – even as the Trump administration disrupted federal aid for the program, which provides health coverage to low-income New Yorkers, and the Cuomo administration diverted $635 million in Essential Plan funds to subsidize struggling hospitals.
